IdealStaffs is looking for a Consultant for the Adoption of ISO20022 Standard
Project Background:
The client must adopt the ISO20022 standard to ensure continuity in its payments and financial transactions. Preliminary discussions between TRE, SWIFT, and the client’s commercial banks indicate that the client could continue using the current SWIFT MT messages until November 2025, which marks the end of SWIFT support for the existing standards. However, the client must update its systems to exchange the new type of incoming and outgoing messages, as all its financial counterparts (including commercial banks, central banks, and global custodians) will be mandated to follow the new standards.
The client does not use the Financial Gateway in the PeopleSoft Finance platform, nor does it plan to implement it due to time constraints. Instead, it will replace the custom code used to generate payments from AP, CM, and Payroll and to receive and process bank statements, ensuring parallel operations. This project will review all SWIFT messaging generated and consumed by PeopleSoft, involving around 12 banks and 90 accounts. Testing with each bank will be required, with possible changes to the formats consumed by and sent from banks in a phased approach.
Duties and Responsibilities:Under the supervision of the ICT Project Manager and in coordination with the Business Owner (Treasury), the selected consultant will:
Assess the current process of receiving, uploading, and processing payments and bank statements exchanged via the SWIFT platform.
Analyze ISO20022 requirements relevant to the client’s processing.
Support the Treasury Lead in coordinating the transition with banks. This includes understanding and documenting functional requirements, technical details of message formats, identifying data gaps, ensuring accurate data capture, and overseeing the testing phase.
Evaluate the current situation, propose, and support the implementation of a technical solution to ensure the client’s compliance with ISO requirements, with a vendor-managed implementation.
Collaborate with internal teams and external banking partners to validate the new system's functionality and ensure smooth interoperability.
Assist Treasury in User Acceptance Testing (UAT), which may be extended due to the number of banks involved.
Provide one month of post go-live support.
Support the implementation of the technical solution for ISO20022 adoption within PeopleSoft to enable compliance, validating with business users, to be completed by September 2025.
Professional Requirements:
Experience:
Familiarity with the client’s finance processes would be beneficial.
Knowledge of ISO20022 would be advantageous.
Functional Requirements:
PeopleSoft Expertise: At least 5 years of hands-on experience with PeopleSoft FIN 9.2, specifically in Banking, Cash Management, and Accounts Payables, with the ability to align system capabilities with business needs.
SWIFT and Payments Systems Knowledge: Prior experience with SWIFTNet messaging or similar payment systems, ensuring smooth integration of business processes with industry standards.
Technical Knowledge: Solid understanding of PeopleTools 8.5x/8.6 and PeopleCode, including Application Packages, to collaborate effectively with technical teams and translate business requirements into technical specifications.
Data Management Expertise: Experience with SWIFT file generation and SQL (preferably Oracle databases) for supporting data analysis, reporting, and integration.
Reporting and Documentation Skills: Proven ability to document business and functional requirements and prepare project approval reports within large organizations.
Payment and Financial Expertise: Experience with payment systems projects and a solid understanding of operational and compliance requirements for financial transactions.
Communication Skills: Strong communication skills to clearly articulate functional requirements, produce documentation, and liaise with both technical and business stakeholders.
