IdealStaffs is looking for a candidate to fill the role of PeopleSoft Banking & Cash Management Technical Consultant (Oracle PeopleSoft (HCM and FIN) for ISO20022 Compliance)


Job Overview

Oracle PeopleSoft (HCM and FIN) is a critical component of the client's application infrastructure, currently running version 9.2 (PeopleTools 8.60) for both Financials and HCM. The Treasury Services utilizes the Banking and Accounts Payables modules in PeopleSoft Financials, managing payments through the Accounts Payables module.

On a daily basis, the client executes cash management activities, including payments, disbursements, investment settlements, liquidity transfers, receipts, and reconciliation. These activities involve both PeopleSoft and the SWIFT system. For example, the client receives bank statements in SWIFT format daily, which are then uploaded into PeopleSoft Financials for reconciliation and accounting. The current format for SWIFT messages includes FIN categories MT1xx, MT2xx, MT3xx, MT5xx, and MT9xx, sent to financial counterparties and commercial banks.

ISO 20022 is the global standard for payments messaging, already adopted by payment systems in over 70 countries. By November 2025, all financial institutions processing SWIFT messages must be able to receive and process compliant ISO 20022 messages, which will replace some SWIFT MT categories. This transition aims to enhance speed, efficiency, and security in financial transactions.

To ensure continuity of payments and financial transactions, the client must adopt the ISO 20022 standard.


Duties and Responsibilities

Under the supervision of the ICT Project Manager and in coordination with the Business Owner (Treasury), the selected consultant will:

  • Assess the current processes for receipt, upload, and processing of payments and bank statements.

  • Evaluate the current process for producing and outputting payment files for the SWIFT platform.

  • Analyze ISO 20022 requirements relevant to the client's processing needs.

  • Propose a technical solution for adopting ISO 20022 within PeopleSoft to ensure compliance, validated with the business user.

  • Develop and implement the solution in a development environment, ready for UAT testing within 6 months of project start-up.

  • Ensure the solution allows for a phased switch from MT to ISO 20022 format for banks and bank accounts.

  • Support Treasury in UAT testing, which may be prolonged given the number of banks involved.

  • Provide 1 month of post go-live support.

  • Provide technical and functional documentation for the solution and all related processes.


Experience:

  • At least 5 years of experience with PeopleSoft Financials 9.2, particularly in developing and configuring Cash Management, Banking, and Accounts Payable.

  • Knowledge of the client's finance processes is advantageous.

  • Knowledge of ISO 20022 is advantageous.


Technical Requirements:

  • At least 5 years of experience with PeopleSoft FIN 9.2, specifically in Banking, Cash Management, and Accounts Payables modules.

  • Development experience with People Tools 8.5x/8.6.

  • Proficiency in writing and customizing PeopleCode; knowledge of Application Packages is an advantage.

  • Experience in generating XML files.

  • Knowledge of SwiftNet messaging is advantageous.

  • Good working knowledge of Application Engine, SQR, and PeopleSoft Query.

  • Extensive experience with SQL, preferably with Oracle databases.

  • Experience working with SWIFT or similar payment systems is advantageous.

  • Demonstrable experience in documenting technical solutions.

  • Experience in report writing for project approval processes within large enterprises.

  • Clear and concise communication skills, particularly in written communication.
